| IPTC INFO | | Caption | The 2004 FECC Carnival City Congress was hosted by the City & region of Pernik Bulgaria which lies between the capital of Sofia and Greece. Every even year; Pernik hosts the International Masquerade Games in January. During the conference Bulgaria was spotlighted on the International Stage by the act of Libya sentencing 5 Bulgarian nurses to death for being at a hospital which spread AIDS. The conference was held under the patronage of Bulgarian President Georgi Parvanov who was originally from the Pernik region.
